You ask a lot of questions, most of which are best answered with an in-person consult with a surgeon. In general, midfacelifts can largely improve jowls, and when extended a bit into the neck, can improve with some liposuction the neck area pretty nicely. The facelift takes care of the jowls, neck, and helps return the midface fat pads into a more
youthful, fuller appearance. Many browlifts as well as upper blepharoplasty surgeries can be performed under just local anesthesia, not only quickening up the recovery but also lowering costs.

Sure, there is a litany of PS procedures you could do on your face and suggestions and techniques will differ from PS to PS. But your best bet at this point in time is to shift your focus to SKIN CARE. So maybe visit a derm for a good skin care program. Then LATER you can ponder all the tissue shifting techniques that a PS can provide.

I would be the first to tell you what type of surgery to get to look your best, but honestly, you just need to get regular facials. Something that peels your skin. I go to Faces 365 and get their lifting facials along with their glycolic treatment. It has changed the pore size and texture of my skin. You could get a bit of filler in the vermillion border of your upper lip and maybe your cheeks too. Just my opinion. I think you look great!
